The author presents responsibilities and development goals set by interest group＇s aspirations and requirements. The influence, status, and power of the interest parties concerned restrict and standardize the system and mechanism of universities＇ development. It argues that material and spiritual contribution of the interest parties substantiates and enriches the resources of a university, offering driving orees for its advance, whereas the advance drives the development of interest groups.
