摘要
井工采煤造成矿区内大量集体土地塌陷，引起煤炭能源生产与农地保护利用、农业经济发展的矛盾。土地复垦是化解矛盾的唯一办法。本文分析了井工采煤区土地破坏、工农关系、地权关系的特点，对开展土地复垦的资金、政策、组织等管理问题进行研究。
A great deal of high-yield farmland subsidence was caused by the underground coal mining,which arouse a contradictory among coal resource production and farmland protection and utilization and agricultural economy development.Land reclamation is only way dissolving these problems.Based on the analysis of the situations of farmland subsidence,the relationship between agriculture and mine industry,and the belongings of land,the suggestions of the related land reclamation funds,policies and organizations and managements were given in the paper.
