A paper tallong about how to completely overhaul Columbia＇s urban transportation system was published on the＂ EI Espectador＇ daily newspaper in Columbia on July 2nd. 1985. The author is Enrique Penalosa Londono who became the Mayor of Bogota thirteen years later. Applying the strategy and ideas in his paper, Penalosa created a revolutionary TransMilenio Bus Rapid Transit （BRT） system in Bogota starting from 1998.
