徐州市农村“五保”供养现状及问题

The Status of and Problems in the Five-provision System in Xuzhou's Rural Areas

以江苏省徐州市为例,详细分析了徐州农村“五保”供养制度的现状及存在的问题。指出当前农村存在“五保”供养水平偏低、集中供养率低,分散供养效果不佳,“五保”老人就医难,敬老院建设严重滞后等问题。并提出实行以“户院挂钩”供养为补充的“五保”供养方式,为分散供养的“五保”老人建立结对“关心网”等政策建议。

Taking Xuzhou City Jiangsu Province as an example, the paper analysed the present situation of the five - provision system in the rural area, pointing out the following problems： the level of the provisions is relatively low, the pattern of gregarious supporting and provision still dissatisfactory and the dispersal one is ineffective, and the old people finds it difficult to see a doctor and the construction of the institutions for the old people is seriously lagged behind. The author therefore proposed the corresponding suggestions.
