以管理系统工程的思路解读产业结构的优化升级

产业结构的优化升级是实现我国第十一个五年规划目标的战略手段。作为一个复杂的经济系统,产业结构的优化升级应该遵循系统化的原则,本文尝试运用整体优化原则、协调有序原则、动态平衡原则、与时俱进原则等管理系统工程的分析方法来解读产业结构优化升级的基本思路。

The upgrading and optimizing of industrial structure are the strategic tools for us to realize the goal of the eleventh ＂five year plan＂. As a complex economic system, the upgrading and optimizing of industrial structure should keep in llne with the systematic principles. This paper tries to explain and understand the foundamental tasks of the upgrading and optimizing of industrial structure, from the standpoint of various managerial systems engineering principles, such as integrated optimized, coordinated, homeostasis, keeping paces with the world, etc.
