摘要
“住改商”“住禁商”在广州几经反复,反映出了“住改商”问题的复杂性。一方面,“住改商”推动着城市商业和文化的发展,具有存在的合理性;另一方面,“住改商”侵害了小区居民、商业地产和城市的公共利益,必须予以取缔。依据市场与政府干预之间的辨证关系,“住改商”问题的解决取决于政府在出台干预政策的过程中对市场的把握程度。广州的“住改商”问题宜从实际出发,明确可改与不可改为商业用途的住宅,本着“整体规划、分步实施、分期审批、分区推进、分类整治”的原则推进。
RBMCU and the banning of RBMCU have been repeated in Guangzhou for many times, which has shown the complexity in RBMCU. On the one hand, RBMCU has its reason to exist because it has promoted the commercial and cultural development of the city. On the other hand, it has violated public interests of the residents of the residential areas, the commercial property and the city, which requires its banning. Based on the relation between the government intervention and the market, the solution to the problem of RBMCU lies in how well the government understands the market when working out policies to intervene the market. Therefore the RBMCU issue in Guangzhou can be addressed according to the actual situation and specify the residential buildings that can or cannot be built into RBMCU by following the principle of" planning as a whole, implementation step by step, approval by stages, advance by area, improvement by category".
