欠发达地区实现可持续发展的创新思维——以广东省东源县为例

Innovative Thoughts for Less Developed Regions to Realize Sustainable Development:A Case Study of Dongyuan in Guangdong Province

珠江三角洲等发达地区以环境为代价,取得了经济的发展,欠发达地区应避免重蹈发达地区“先污染,后治理”的老路,探索出一条经济—社会—自然良性发展的道路。以地处广东省北部山区的东源县为例,针对资源环境优势,提出东源县实现可持续发展的思路:充分发挥当地的资源环境优势,寓生态建设于经济建设之中,抓好绿色产品开发,加快以生态旅游业为龙头的第三产业的发展,以专业镇带动农业产业化,并提出实施可持续发展的保障措施。

Some developed regions such as the Pearl River Delta realized economic development at the cost of environment. Less developed regions with sound ecological environment should avoid falling into the same trap of ＂pollution first, management later＂, and try to find a harmonious way to achieve integrated development of economy, society and environment. Dongyuan County in northern mountainous area of Guangdong Province is taken as an example to be studied in this paper. Based on the analysis of local resources and environment advantages, some ideas are advanced for the county to realize sustainable development： the comparative advantages should be brought into full play, economic construction be integrated into ecological construction, green products and ecotourism be developed, agricultural industrialization be brought along with urbanization, and proper policy be established to promote the ecological construction.
