实现“十一五”节能目标的建筑节能措施分析(1)

Analysis on the Building Energy Efficiency Potential and Measures to Realize the Energy Conservation Goal in the 11^(th)-five Year (1)

为促进我国经济社会的可持续发展,党中央、国务院提出了“十一五”期间单位GDP能耗下降20%左右的宏伟节能目标。但是,该目标如何分解到各部门、各行业,应该分别采取什么措施,目前正处于研究过程中。针对三大终端用能领域之一的建筑用能领域,本文从我国的建筑节能现状、建筑能耗的影响因素、“十一五”期间的建筑节能潜力及实现途径、面临的挑战以及“十一五”期间推动建筑节能工作应该采取的关键政策措施等方面进行了探讨分析。

In order to realize the sustainable development, Chinese government has proposed the mandatory energy conservation goal of ＂reducing the energy consumption per GDP by about 20%＂ in the 11^th-Five Year. At present, many agencies are studying how the energy conservation goal should be decomposed to each sector. For energy use in building sector, the current building energy consumption and energy efficiency status, influence factors on building energy consumption, building energy efficiency potential and relevant measures, challenges and barriers, and the key policy measures that Chinese government should take in the period of 11^th- 5 Year Plan are studied in this paper.
