从公共财政的角度阐述了政府性投资的本质属性以及对政府性投资须在投向和效益方面加强研究和管理的重要性和必要性,提出政府性投资项目选择的原则和评价方法以及如何建立相关决策、监督与管理机制。

This paper summarizes the essential attribute of government investment from the public finance angle and the necessity of researching the direction and effectiveness of government investment, and puts forward the choice principle and appraisal method of the government investment project. Finally it introduces how to establish correlative decision-making mechanism, inspection mechanism and management mechanism.
