摘要
编辑初审是学术期刊三审制中的一个重要环节,当前的编辑初审仍存在过度依赖专家或完全脱离专家的问题。为此,提出了稿件初审评价的指标体系,构建了多目标系统模糊优选模型,并对稿件进行了评价和选择;为向稿件作者反馈重点修改建议或退稿缘由提供科学的依据。
Editors＇ evaluation is an important part of the. three stage evaluation system for submitted papers. At present one may find two extreme tendencies： editors＇ evaluation is totally based on experts＇ advice or totally ignores experts＇ advice. An index based system for editors＇ evaluation is put forward in this paper, and a fuzzy selection model for a multi-objective decision-making system is established to evaluate the quality of submitted academic papers. This new method is found effective in practical applications.
