The Important Effect of the Socialistic Idea of Rule of Law in Law System Building

任何法律都应包含理念和制度两个层面。法治理念是法治活动的灵魂,它不仅决定着法治行为,而且决定着法治的实效。树立以“依法治国、执法为民、公平正义、服务大局、党的领导”为基本内容的社会主义法治理念,必将为我国的法治建设向广度和深度的推进提供精神动力,对我国的立法、执法、守法、法律监督、法学理论及其法治传统,产生全面而深远的影响。

Two levels should be contained by each law： idea and system. The idea of rule of law decides the behaviors and the effects of ride of law. So the idea is the spirit of the ride of law. The socialistic idea of ride of law should be built up and stated as follow： rule of law, enforcing law for people, fair and justice, servicing the interests of our country and the leading of the CCP. It must provide the mental power to the development for the socialistic idea of rule of law in wildness and depth. It also can impress deeply on the legislation, enforcing law, abiding by law, legal supervision and theory in law and other tradition in ride by law.
