鄂伦春族猎民社区化管理模式的调查和探讨——以鄂伦春自治旗诺敏猎民社区为例

Investigation and Discussion on the Community Management Pattern of the Hunters of Olunchun Nationality Taking the Nuomin Hunter Community of Olunchun Autonomous Banner as an Example

尽管猎民人口比例不高,但猎民的生产和生活问题一直是鄂伦春民族发展的核心问题。2000年4月,鄂伦春自治旗人民政府率先在诺敏镇建立猎民社区,并采取社区化管理模式。为此制订了《社员手册》,规定了近期发展目标和远期发展目标。但在实践中,社区化管理模式存在着许多问题,与发展目标存在一定差距。社区化管理模式是否能代表猎民的发展方向,还有待实践和时间的检验。

Although the ratio of the hunters is not too high, the production and the living situation have been akey issue of Olunchun Nationality. In April, 2000, the government of the Olunchun Autonomous Banner firstly set up a hUnter community in Nuomin town, and carried out an administrative model of community. So the member handbook of community was made and the near and far developmental aims are set as well. However in fact, there are many problems and certain gap with the developmental aim in the modei＇ Thus it would be examined by the practice and time whether the model can represent the developing direction of the hunters or not.
