The influence factors upon the safety condition of the service ship were analyzed from the views of personal, ship and environment. The paper sets forth the advance manipulative principals for the risk control of ships, such as forecasting principal, independent principal, principal of coordinate and efficiency, principal of interaction and so on, in order to select the effective control method in the continuously circulation of the working procedure, method and information to implement the control.
