左宗棠新疆社会经济改革思想初探

左宗棠在领军西征期间,拟定了战后新疆发展经济的方案,形成了他的新疆社会经济改革思想。其主要内容包括:以安置难民,开展屯田为改革的先导;靠大力兴修水利为改革的基础;以调整田赋制度为改革的保障;借推广蚕桑,振兴畜牧为改革的契机;通过筹建铁厂,整顿币制作为改革的径程。左宗棠的新疆社会经济改革思想,较之前人更具系统性、深刻性和实用性,对其时新疆社会经济的发展产生了重大影响,是今天开发大西北值得借鉴的宝贵财富。

During the time when Zuo Zongtang led the Western expedition,he drafted a project of developing economy,and formed his idea of economy reform in Xinjiang.The main contents are： arranging refugees and opening up wasteland to take the lead, building water conservancy projects as the base,adjusting farming tax as the security of reform,spreading silkworm breeding and live stock farming as the chance and building the iron plant and ranging the monetary system as the way of reform.His idea of economy reform in Xinjiang was more systematic, prafound and realistic than those of his predecessors,,giving an important effect on the economy development of Xinjiang.It should be precious valve of referenee to developing the Northwest.
