And the economic development in various areas is unbalanced Therefore , making economic laws by local government in areas in which it is not convenient or early enough for the nation to make law,will not only guarantee the development of the local economy, but also help to accumulate experience for economy legislation by central government in this domain. Meanwhile, the local economic legislation is also conductive to safeguard the implementation of national laws. Therefore. the study of the basic questions regarding the local economic legislation, its concept and characteristics, basis and principles status and function appears to be particularly important.
