我国农业保险的发展:回顾、现状与展望

Development of Agriculture Insurance in China: Review, Present Conditions and Outlook

我国农业保险的发展经过数年的滑坡,在2005年终于有了一定回升,但与大多数人的预期依然有很大差距。本文从我国农业保险的发展历史入手,基于绩效评价对其发展现状进行了较为深入的研究,并从保费收入比较、渗透度、减灾救灾度等几个层面进行了简要分析;同时,对我国农业保险制度的非均衡状态进行了分析,指出制度创新是我国农业保险发展的路径选择,是农业保险可持续发展的出路。

The slippery ascent of agriculture insurance in China through a few years finally had a certain amendment last year, but the agriculture insurance ＂return of spring＂ that most people expect allow of no optimism for along. This paper commences from the history origin and development of agriculture insurance in China, carried on a more thorough research and thinking on its present conditions： evaluation of performance. We discourse upon a few levels in the present conditions： the comparison of insurance fee income, a degree of reducing of relieving disaster, etc. And then, we carry on a brief analysis to the nonequilibrium of agriculture insurance institute of our country, and point out institute innovations turn into a kind of approach selection of its development, which is the outlet to the persistent development of agriculture insurance in China.
