The Farmer Advocates the Character "Insert": the Key to the Construction of the Socialism New Countryside

社会主义新农村建设的一大“瓶颈”是农民无法主体性“嵌入”新农村建设。造成这一问题的原因有:农民对政府、对政策的惯性畏惧;政策执行变味;农民的文化素质偏低。为此,必须构建多维动力系统,促进制度的刚性和政策的柔性有效结合,引导农民自觉参与新农村建设;用看得见的实惠吸引农民自主进行新农村建设;培育创新型负责任的新式农民,全面提高农民素质。

The farmers are unable to be the main body＂to insert＂the new socialism rural construction, which becones the big ＂the bottleneck＂of it. What creates this problem including： the farmers fear the policy and the government consistantly; the policy execution changes flavor; the farmers＇ quality is somewhat low generally. Therefore, we must construct the multi-dimensional dynamic system,expediting thefarmers to advocate the character to insert the new rural construction; promote the effective union of the system rigidity and the policy flexibility, guiding the farmer to participate in the new rural construction on their own initiative ; use the model demonstration with the fact to propaganda, and the materially beneficial which can be seen to attract the farmers to carry on the new rural construction autonomously; cultivate the new style farmers of innovation and responsibility, and acomprehensively improves the farmers＇ quality; strengthen the construction and the regulation of the peasant organization, guiding the peasant organization to form ＂the joint effort＂.
