人们对经济平衡及其实现机制的研究有三个阶段:古典经济学认为经济平衡是自然实现的,无需制度干预;现实生活中的经济不平衡使带有道德色彩的福利经济学与福利经济法律制度受到了世人的青睐,它是一种静态均衡,实现机制是道德观念与税收制度;凯恩斯主义以赤字财政为手段,让经济发展尝试着走进动态均衡的领地,经济平衡与非平衡研究开始了登堂入室的时代;《富国律》提出完全单一无税零价货币的财政金融制度变革构想,让经济发展超越了道德软约束时代,进入了法制硬约束下的动态均衡新时期。

The research for the demand for the Economic balance could be divided into 3 steps： According to the Classic Economics, the Economic balance would be realized by itself without any interference from govemment＇s regulation. And Economics Unbalance in reality make the Welfare economics and law system for the Welfare economics attracts people＇s attention. Balanced mechanism is the static balance which is based on the morals and tax. Kaiensism, using the Deficit public finance, tried to push the economic out of the district of the balance in dynamic. The research for the economic balance and unbalance come into power. ＂The regulation to make a country rich and strong＂ put forward speculation for the revolution of the finance, which will cancel the tax and deficit completely, and it will make the economic development come into a new age of the balance in dynamic in regulation by law, which will surmount the time of the regulation of the morals.
