对严济慈图书馆管理委员会模式的理性分析与思考

A Reasonable Analysis and Some Thoughts on the Management Model of Yan Jici Library Committee

介绍严济慈图书馆的产生背景和运作体制,从权力分配、治理结构、制度设计三大方面,对该馆管理委员会模式予以理性分析,结合现行公共图书馆存在的治理现状与相关问题,对照《关于深化文化体制改革的若干意见》中的精神,得出委员会制模式值得公共图书馆借鉴的重要结论;指出公共图书馆推行委员会制治理模式将有利于实践和构建图书馆公共文化服务体系,最终有利于逐步实现与保障广大人民群众基本文化权益。

This paper introduces the background and operating system of Yan Jici Library, and then it analyzes the management model of Yan 1ici Library from three aspects. Combining with the current situation of public libraries and existing problems, the authors point out that the experience of this management committee is worthy of being widened in public libraries. It will be good for the construction of library＇s public cultural service system, and for realizing and ensuring people＇s fundamental cultural rights and interests.
