医疗救助对象的资格认定:关于卫生VIII项目的考察被引量：4

摘要本文旨在考察卫生VIII项目及H8SP②农村特困人口医疗救助(MFA)工作在实际操作中的医疗救助对象资格认定情况。笔者发现,三个调查省MFA总体的制度安排与制度实施基本符合项目的宗旨,但各省在具体实施上也各有侧重,在部分环节上有的省份在实施上也出现了偏离。具体而言,笔者采用分组描述性统计与二值logit模型来分析各省确定MFA覆盖户时所主要考虑的因素。计算结果表明,三个调查省的MFA覆盖都显著考虑了健康、人均劳动现金收入、家中是否有儿童三个因素;与其他两省不同,山西省的MFA覆盖并没有显著偏向最贫困的人群。
