发展问题是一个全球性的战略问题,当然也是一个根本性、综合性和系统性的理论问题。马克思提出了辩证的发展观,列宁从世界观和方法论的统一上阐明了发展的实质。20世纪的发展需要马克思主义发展观的进一步丰富和发展,需要在理论的继承与创新中把科学总结历史经验和深入考察现实变化相结合,把基本理论的传承和具体实践的创新相结合,才能对发展的理解更具全面性,使发展的视野更有广阔性,对未来承担的责任更富深远性。这种从理论和实践的结合上对发展观的丰富和深化、创新和提高正是科学发展观形成的重要理论支撑和理论基础。

Marx was the one who proposed the dialectic concept of development. Lenin explained the essence of development from the angle of world outlook and methodology. With the progress in the 20th century, it was necessary that Marxist concept of development be further enriched and elaborated. The author points out that we should summarize the historical experience scientifically and carry out field speculation of the changing reality in the light of theoretical inheritance and innovation. Only in this way can we achieve a more thorough understanding of development in a wider perspective, and assume a more far-reaching responsibility for the future.
