轨道交通应急管理系统体系框架及应用研究

Research on the System Framework and Application of Railway Transportation Emergency Management

轨道交通应急管理系统是提高轨道交通突发事件应急响应能力、加强行车安全保障的重要手段。笔者概述轨道交通应急管理系统的体系框架,并介绍其组织结构、工作模式及工作流程;提出轨道交通应急管理信息系统的总体结构,并对其系统功能即应急指挥综合查询、预案管理、联动指挥、突发事件评估、辅助决策与应急通信等进行了详细分析;给出了应急管理系统在沪宁线铁路上的应用实例及其效果。

Railway transportation emergency management system is an important method to improve the transportation efficiency of entire railway transportation network and guarantee traffic safety. In this paper, the system framework of railway transportation emergency management system and its organizational structure, working pattern and working flow were outlined. The general structure of management information system for railway traffic emergency was presented, its function including synthesis inquiry for emergency direction, emergency plan management, linkage direction, emergency evaluation, aid in decision-making and emergency communication is detailed. Finally, the application of that emergency management system in Shanghai-Nanjing railway is illustrated.
