区域导向型发展模式下的地方政府行为扭曲与对外开放效益

The Local Government Polices Distortion in the Regional Development Guidance Model and Opening-benefit

本文认为,区域导向型发展模式下地方政府在财政分权与政绩观约束下所产生的对外开放中的行为扭曲,是导致价值增值外流以及创新能力受到抑制、可持续发展受到严重威胁等问题的根本原因。因此,要提高对外开放效益就必须清除造成地方政府行为扭曲的国内体制性障碍。

The local government polices are distorted by the restriction ot fiscal decentralization and the view of political achievements in the regional development guidance model, which is the basic reason that causes the value increment to flow out as well as the innovating ability to come under suppression, the sustainable development to receive serious threat. Therefore, if we want to enhance the opening--benefit we should have to eliminate the domestic systematic barriers which have caused the distortion of local government polices.
