摘要
该文列举和分析了城市开发建设中空间使用的若干冲突与矛盾,认为其根源在于政府调控与市场机制作用下不同群体间的利益失衡。并指出市场经济体制下的城市设计已成为政府导控城市开发建设的重要手段,其作用在于依靠政策法令工具和市场经济杠杆去平衡各方利益,为城市设计团队建立多元协商的操作平台。基于上述特点,从机构组织协调、管理技术运用、开发运作策略等方面提出整合型和诱导型两类城市设计实施管理技巧。
Enumerating and analyzing conflicts and contradictions exiting in using space during urban development and construction, this paper points out that the root of those conflicts is the benefit unbalance between various communities which are affected by the government and the marketing mechanism. Furthermore, under the marketing mechanism, urban design has become an important means for the government to guide urban development and construction. As a result, one of the main tasks of urban design is to balance diverse benefits, depending on not only the tools of policy and decree but also the lever of market economy; and the other is to set up a kind of multilateral operation platform for urban design teams, Finally, basing on the characters what we have said, the paper brings forward that the implementation and management techniques of urban design can be divided into two types, conformity one and inducement one, as regards institutions harmony, management techniques exertion and development operation strategies.
