The issue of culture is a very important one which is frequently understood in different perspectives. This paper aims to expound on culture in terms of its basic issues, its scientificality and humanisticity and its features, which is of much significance for understanding and grasping diverse cultural phenomena as well as for developing advanced culture and constructing the socialist culture and ideological civilization with Chinese characteristics.
