福建省农村卫生服务系统的现状分析与对策建议

Analysis of Current Rural Health Service System and Relevant Countermeasures

通过调查福建省农村卫生服务系统现状,分析了当前乡镇卫生院生存困难、农村公共卫生建设的不足与缺陷以及新型农村合作医疗制度目前试点中存在问题的原因。为此提出结合当前农村实际,明确农村卫生事业的基本目标和指导思想;政策上要帮扶乡镇卫生院发展,并加大投入力度;健全农村三级医疗服务网,切实加强农村公共卫生工作;建立和完善新型农村合作医疗制度和贫困人群医疗救助补偿机制的对策建议。

By investigating the current rural health service system in Fujian province, the text analyzes the reason why the township health center in rural area is hard to survive, the construction of public health in this area insufficient, and some problems arise in the present pilot project of the new rural cooperative medical system （NRCMS）. Furthermore, we make a series of suggestions, to define basic objectives and guiding ideology of the rural health undertakings by integrating the current actual condition in rural area with practice; to assist the development of the township health center in the respect of policy, and increase investment; to improve the rural three-level medical service network to strengthen the rural public health management earnestly; as well as to establish and better NRCMS and Medicaid systems.
