On the Internet-based Consultation System for Scientific and Technological Programming

传统的科技规划专家咨询存在较多局限,因此需要引入新方法和新理论,以进一步提高科技决策效率。探讨了利用互联网技术实现科技咨询的可行性,说明了基于互联网的科技规划咨询系统的工作原理,指出了其在完善专家管理、促进公众参与、改进科技规划流程、提升信息传播与处理效率方面的优越性,以及需要注意的新问题。

It is important for scientific and technological programming to consult experts. However, the traditional expert consultation methods, such as brainstorming and Dephi, have shortcomings. In this paper, the authors analyze the feasibilities of applying the Internet technologies to the expert consultation in scientific and technological programming, and discuss the priorities, the relative principles, and the new requirements and problems brought about by the Internet-based scientific and technological consultation system.
