摘要
针对台湾师范大学新近成立“教育评鉴及发展中心”,讨论一个大学教育评鉴研究机构的设立目标及研究任务,强调从质量保证角度,教育评鉴宜涵盖成果评量、学校评鉴及认可认证三个领域。教育评鉴研究可分三个层次:(1)涉及评鉴程序、方法论的实务层次;(2)国际比较研究的层次;(3)后设评鉴的层次。针对教育政策评鉴是否纳入教育评鉴范围,可视实际需要而定。大学成立教育评鉴中心的主要任务,除了塑造校园里各单位的质量文化外,宜建立教育评鉴数据库,并积极与国际质量保证网络接轨,发展各类自我评鉴规范及有关表格,同时为日后发展校际双学位课程提供大学信息查证预作准备。
On the basis of the foundation of Educational Evaluation and Development Center in Taiwan Normal University,this paper discusses the target and task of a college educational e-valuation institution.From the viewpoint of quality assurance,educational evaluation must cover outcomes assessment,institutional evaluation and accreditation.The educational evaluation re-search can be categorized into three dimensions as follows:(1)procedural reviews and method-ological studies;(2)international comparison studies;(3)meta-evaluation issues.In case of need,educational policy evaluation can also be included.In conclusion,the author proposes that the main task of a college educational evaluation center is to establish an educational evaluation database,in addition to developing an embedding quality culture in campus.Furthermore,a col-lege educational evaluation center should establish working relationship with international net-works of quality assurance,and make self-evaluation regulations and relative forms.Meanwhile,it must make some preparation to provide college information inquiry for inter-college double de-grees courses.
