科学开发大渡河 建设和谐水电的实践和思考

Practice and thinking of developing Dadu River scientifically to build harmonic hydropower

流域水电开发对国家的社会、经济及环境具有重大影响,科学开发是其必然要求。为探索建设和谐社会要求下的流域水电科学开发的思路,通过对大渡河干流水电开发具体实践的经验总结、效果对比及宏观环境与产业发展相互关系等演绎分析,得出科学开发流域水电,必须从遵循规划、保护环境、促增经济、结合市场、注重人文5个方面处理好水电建设与自然资源、生态环境、区域经济、产业发展、人文关怀的关系,形成人水和谐、人与自然共荣、水电与社会共同发展的和谐水电开发思路和机制,实现社会效益相对最大化。

The development of cascading hydropower has a great impact on national society, economy and environment, and the scientific development is required. In order to explore the thinking of scientific development of basin hydropower under the requirements of building harmonic society, specific practice and experiences for hydropower developing of main stream of Dadu River were summarized, its effect was contrasted and the relationship between macroscopic environment and estate development was analyzed. The thinking and mechanism of harmonic hydropower development are presented from the five aspects of following planning, protecting environment, promoting economy, combination market, humanity consideration to handle the good relations of hydropower construction and natural resources, ecological environment, regional economy, industrial development and humanity solicitude, and to form harmony of human with water resources, prosperity of human with nature, development of hydropower together with society, which will realize the maximizing of social benefit relatively.
