摘要
住房公积金制度作为中国房地产金融政策的主体,开辟了除原有的国家、企业投资之外的一条长期、稳定地解决城镇居民住房问题的资金来源渠道。然而,随着归集规模的扩大,住房公积金业务本身潜藏的风险日益彰显。文章分析了我国住房公积金制度运行现状,基于我国实践和国际经验,从积极拓宽公积金资金来源、创新我国公积金运作模式、建立健全公积金风险防范体系等三个方面提出解决问题的对策。
Public accumulation fund for housing construction loaning has now become main body of Chinese policy-related housing finance, which has enhanced workers' ability of paying for their houses, lowered their burden of loaning, and it is the first choice for most urban workers who want their individual housing loan. However, with the collection scale expanding, the hidden danger in this business itself becomes more and more obvious. Based on the analyses of the problems mainly existing in public accumulation fund for housing construction loaning, this article tries to propose solutions to the problems in the three aspects, that is, expanding the source of public accumulation fund for housing construction loaning, renovating its operating mode and establishing a risk-prevention system, according to domestic practice and interna- tional experience.
