在珠江三角洲的调查发现,流动人口底数不清、企业任意隐瞒民工数量的现象并非鲜见。其中既有因收费产生的经济动因,也有社会心理原因和制度缺失的因素。农民工的生存证明权被剥夺是最严重的权益侵害,意味着一切权益的剥夺,影响和谐社会秩序的稳定与发展。社会与政府对此不能视而不见,要有所作为。

The quantity of mobile population is so much ambiguous through a social survey in Zhu River, because some enterprises hide the amount of mobile workers on purposes in which some factors are from the cost of government （collect fees or charge）, others are from social psychology of community and the shortage of government system or policy. The phenomenon of depriving the certified right of existence belonging to mobile workers is an action of infringing right seriously to affect the shaping up harmonious society.
