It is an important reason for Microsoft, Bell and General Electric etc dominating always on forward position in world's science and technologies to bring full play to auton- omous innovative capability of enterprises' research and development center. In the Power Grid Science and Technology Working Conference 2006, Mr. Lu Qizhou, the vice president of the State Grid Corporation(SG) pointed out that during the 11th Five-Year Plan period, the SG will emphatically push forward optimal conformity on scientific and technological resources among its affiliated research institutes, tap their back bone and leading effects in technical innovation system.
