摘要
中国现行外语教育制度是一种外语必修制度,它产生于20多年前的特定历史时期,有其历史合理性,但现在已不符合中国的现实情况。笔者从社会学、法学、社会语言学、教育投资学以及国际比较等角度分析提出,中国外语教育制度应遵循自愿化、专业化、基础化、区域化、激励化的系统改革构想。
The education system of foreign languages in China is compulsory system which was enacted in the special time of twenty years ago, and it was rational at that time. But the system is not rational now. The paper analyses from the angles of sociology, law, social linguistics, educational investment and internation,puts forward a systematic reform concept of studing foreign languages voluntarily, specially, basically, regionally and encouragingly.
