The Public Capital and Social Surplus Value

公有资本是公有制经济中的资本。公有资本与私有资本既有共同点，又有本质区别。从本质上看，公有资本是劳动者阶层内部经济权利与利益的对立统一关系。私有资本带来的剩余价值叫资本剩余价值，公有资本带来的剩余价值叫社会剩余价值。资本剩余价值与社会剩余价值在性质、起源和存在条件上都是根本不同的。

The public capital is the capital, which the public ownership system economy produces. The public capital and the private capital have both the common ground and the essential difference. Looking from the essence, the pubtic capital is the unification of opposite relations between the economic right and the benefit of the worker social class. The value brought by the private capital is the capital surplus value. The value brought by the public capital is the social surplus value. The capital surplus value and the social surplus value are radically different in the nature, origin and condition of existence.
