分析了当前城市房屋拆迁过程中拆迁当事人之间利益冲突及被拆迁人利益得不到充分保障的内在原因,认为其深层原因在于评估机构的选择、评估委托主体的确认及评估结果的认定过程中存在的一些弊端,并提出了相应的、具有实际操作意义的解决措施。

Nowadays, it is prevalent that benefit conflictions between house dismantlement parties and householders have happened frequently and the benefit of householders can not be safeguarded effectively in the process of urban house dismantlement. This paper brings forward that the direct reason is the different attitude on the dismantlement evaluation, and the deep reason lies in the choice and commission of evaluation institutes and the evaluation results. Moreover, it analyzes the disadvantages of dismantlement evaluation institutes choosing and commissioning and evaluation results, then makes a deep analysis to the intrinsic reasons for why the benefit of householders can not be protected sufficiently and puts forward further some countermeasures to safeguard the benefit of householders in order to solve the conflictions and create advantages for building harmonious societies.
