Seoul and the Seoul metropolitan area have experienced rapid growth since 1960s. This paper explores its driving forces, reviews its corresponding policies and even makes comparisons with data to value its policy effect. It will be helpful for other countries and cities＇ construction from studying Korean urban growth experiences and lessons.
