政府与农村村民自治组织的信任关系研究——从科尔曼理性选择理论的视角分析

Research On the Trust Relationship between the Government and the Village Committees——An Analysis with Coleman's Rational Choice Theory

农村村民自治组织的发展有赖于政府的大力推动,这也是政府对其赋予信任的过程。如果农村村民自治组织的行为超出了政府的预期范围,过度自治化,只顾本地区的利益而忽视国家的政策,政府将蒙受损失。政府需要通过正式的政权组织渠道,特别是乡镇政权和基层党组织来引导和规约村民自治及其组织形式——村委会的活动,以此来减少信任的风险性,提高信任的概率。

Depended on the push of government, the development of villager autonomous organization （VAO） has been imposed trust by government. Trust is a risky action. If VAO expands into over-autonomy which is beyond the expectation of government or ignores the national policy for the sake of local interest,the government will be subjected to loss. Therefore, the government has to guide and regularize the villager autonomy and its organization villager committee, so as to decrease the risk of trust.
