构建和谐农村社会的理论与实践——基于秭归县杨林桥和谐农村社区建设的个案考察

The Theory and Practice of Constructing the Harmonious Countryside——A Case Study of Constructing the Rural Community in Yang Linqiao,Zigui County

构建和谐社会是中国在新世纪推进现代化进程的一次全新而精细的努力,其中一个重要主题就是解决三农问题。本研究从经验层次,以湖北省秭归县杨林桥镇的社区建设为研究对象,在全球乡村治理视野下,对“杨林桥模式”进行了个案分析。杨林桥镇在撤村组建社区的实践中,进行了卓有成效的制度创新,调整了乡村治理结构,培育了体制外组织力量,与行政权力形成博弈关系。本文通过对杨林桥模式的详细解读,从理论及实践层面上探讨了杨林桥模式的意义,以期对构建农村和谐社会有所裨益。

To construct a harmonious society is a deliberate endeavor to advance the modernization of China in the 21st century. One of the most important tasks is to solve issues concerning agriculture, countryside and farmers. As an empirical research, this paper processes a case study of Yang I.inqiao＇s practice of constructing communities in a viewpoint of global governance. ＂Yanglin＇s pattern＂ includes a series of reforms, such as successful institutional creation, adjusting governable system of countryside and cultivating an organizational power independent to the government to game with the administrative force. By dissecting ＂Yanglinqiao＇s pattern＂, this study probes into the significance of Yang Linqiao＇s practice in order to avail the construction of harmonious countryside.
