浅谈引黄灌区区域泥沙资源化实践中的若干问题

Preliminary study on sediment resources utilization in irrigation districts along the lower Yellow River

介绍区域泥沙资源化的实践:淤临淤背加固大堤;放淤改良土壤;淤筑高地;建立两用水库,既沉沙又蓄水;坑塘蓄水,分散沉沙;浑水灌溉、输沙入田;作为建筑原料利用等等。指出:资源水利治水思路在引黄灌区水沙配置理论、关键技术的深入研究中具有指导性理论作用。在资源水利思想的框架下,区域泥沙资源化实践中应予关注的基本方面是观念更新、配置优化、关键技术和资源管理。

This paper summarizes the main experience of sediment resources utilization in some irrigation districts along the lower Yellow River and proposes the ideas of water and sediment management from the viewpoint of 'Resources-oriented water management' theory,a new guidance thought for the development of water resources exploitation in China.However,the full utilization of sediment resources under the guidance thought of the theory still has four major problems: the conception and theory of sediment resources,the optimization allocation of water and sediment,the key technology and measures,and the management of resources.
