党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》强调指出,构建社会主义和谐社会,重心在基层。这就要求深刻认识基层基础工作在构建社会主义和谐社会中的重要地位,积极发挥基层基础工作在构建社会主义和谐社会中的重要作用,切实提高新世纪新阶段基层基础工作的水平,为构建社会主义和谐社会奠定坚实的基础。

The party＇s sixth plenary of sixteen session about《The resolution of the CCP about on several great issues in building socialistic harmonious society》 emphatieaUy pointed out that the core of building harmonious society lies in the grassroots areas.
