构建和谐社会的核心：增强行政权的亲和力

长期以来，人们过分关注、强调了行政权的强制力，而忽视了行政权的亲和力，这显然不利于和谐社会的构建。本文通过对行政权的考察，认为亲和力是行政权的本质特征，井分析了增强行政权亲和力对构建和谐社会的意义度实现途径。

Since long period of time, people have overly regarded and emphasized about the compulsion in administrative power, but have neglected its appetency, this obviously disadvantageous to the construction of harmonious society. In this paper have probed on the administrative power, and deems that its appetency is the essential feature, and have analyzed on the meaning and realizing method of building harmonious society by reinforcing its appeteney.
