生态公益林建设对森林可持续经营的影响

The Effects of Ecological Public Welfare Forest Construction on Sustainable Forest Management

生态公益林建设是实现森林可持续经营的有效手段。笔者以浙江临安市为研究对象,基于农户调查数据,实证分析了生态公益林建设对森林资源数量、质量、结构状况,以及对林农收入的影响。结果表明:当收入结构以非农业收入为主,或非木质林产品为主的情况下,生态公益林建设对森林可持续经营具有明显的正面效应,而对森林经营者收入限制作用较小;提高生态公益林补偿标准,并非是实现生态公益林建设可持续发展的必要条件。

Ecological public welfare forest construction is an effective mean to improve sustainable forest management. This paper analyzed the effects of ecological public welfare construction on the quantity, quality and structure of forest resource, based on the survey data in Lin＇an. The results show that ecological public welfare construction will play a positive role in improving sustainable management, if farmer＇s income mainly comes from non-agriculture sector or non-wood forest products. Increasing the compensation standard is not the necessary condition to improve ecological public welfare forest sustainable management.
