论可持续发展中的地方政府优先原则

现实中等级制的政府权能结构决定地方政府是一个独立的利益主体,因而在利益取向上并不必然地与中央政府始终保持一致,在可持续发展中可能会存在着地方保护主义并由此引发不可持续的行为。但是,需求的差异性与多样化、对信息的要求较高等因素,决定了在可持续发展中政府权能划分上仍应坚持地方政府优先原则。为了使这一原则得到恰当的应用,政府应在立法、授权、地方自主权、公众参与等方面做出进一步改进。
