甘肃省贫困地区农村劳动力转移问题的实证分析

Analysis of the Transfer of Rural Labor Force in Poverty Region of Gansu Province

以甘肃省统计数据和3个典型贫困县的5镇、4乡,87个行政村的抽样调查资料为依据,从分析甘肃省贫困地区农村劳动力的基本情况入手,探讨了甘肃省贫困地区农村劳动力转移的总体状况和特征。并提出促进甘肃省贫困地区农村劳动力转移的有效途径:调整农业内部结构,继续发挥农业吸纳农村劳动力蓄水池的作用;继续扶持与引导乡镇企业的发展,提高其就业容量;积极而稳步地发展小城镇建设,拓展农村劳动力转移的空间;有组织地进行劳务输出。

In the article the statistical data of Gansu Province and the sampling data of 87 administration villages in 9 townships of three typical poverty counties were used as analysing base. At the same time, the basic situation of rural labor force in the poverty region was analyzed and total condition and characteristic of rural labor force transfer were discussed. And effective promoting pathes of rural labor force transfer in the poverty region were produced, which was：to adjust agriculture internal structure, to display the agricultural reservoir function of absorbing rural labor force, to support and guide the development of rural enterprise, to enhance its employment capacity, positively and steadily develop small town construction, expand the space of rural labor force transfer and carry on service exportation with organization .
