论政府信任的产生与效果及其模型构建

The Research in the Creation and Results of the Trust in government and the Constructing of its Model

政府信任的式微已经成为世界范围内的现象,它是西方学术界所关注的热点问题之一,国内学者对此关注和探讨的还不多,因此,它是理论研究者应该关注的政治学问题。对于政府信任的产生与效果,建构了一个模型,在这个模型中,政府信任高低与否的根本原因在于公众对政府的认知与公共期望之间的落差大小。政府信任能够增强执政者的合法性,实现社会资源的有机整合,提高政府的施政绩效。

Currently, the decline of the trust in government has already become the phenomenon almost all over the world. It is one of hot problems that the western academia have been paying more attention to, but the local scholar hasn＇t paid attention to it, and thus, the theory researchers should have more concern of this political theme. The author has constructed a model for the creation and results of the trust in government, in which, the basic reason that the trust in government is high or low lies in the gap between the perception and public expectation on the government. In addition, the trust in government can help strengthen the ruling legitimacy, carry out the organic society integration, and enhance the government administration performance.
