为适应新农村建设的客观要求,我国政府角色需要转变和重新定位。以法学的视野,从探究政府角色背后的价值着手,确立了新农村建设中政府角色定位的基本坐标,指出政府应是一个价值中庸的人权政府,一个职能多元的公共政府,一个多元互动的有效政府,一个公共参与的法治政府。

In order to comply with requirements of the new countryside construction, the role of our government needs transformation and reconstruction.We have defined the government＇s role in the new countryside construction through a deep research of the government＇s value from the angle of law.We believe that the government should be a government honoring human rights,a public government,an effective government and a government ruled with law.
