浅议农村公共财政建设

Preliminary Discuss on Public Financial Construction in Rural Areas

财政建设是我国建设农村公共服务体系的重要内容。目前,我国农村经济发展中的突出问题是农村公共财政建设滞后,虽然各级政府都加大对农村基础设施的投入力度,但政府间财政体制的缺陷、农村公共服务供求不足、农村较少需求产品供给过剩等等问题的存在,导致农民整体生活环境较差面貌没有得到根本改观。解决这些问题,必须按照十六大提出的“统筹城乡经济社会发展”的思路,加快农村公共财政建设,调整财政支出结构,理顺农村分配关系,建立起均衡财政制度,以促进城乡经济社会协调发展。

Public financial construction in rural areas was important in the establishment of public service system in China. At present, the outstanding problem of economic development in rural areas was the lag of public financial construction. Govemment strengthened the infrastructure construction, but problems still existed, such as the defects of financial system, the poor public service and the relatively excessive product in rural areas. Therefore, there was still no fundamental improvement in living conditions. In order to solve those problems, we should quicken the pace of public financial construction in rural areas, adjust public finance expenditure structure, clarify distribution relationship and establish equilibrium financial system so as to promote the harmonious economic development of urban and rural areas, according to the spirit of ＂to plan the village with city finance as a whole policy ＂ in 16th Conference of CCP.
