中国共产党第十六届五中全会确立了建立“资源节约、环境友好型”社会的目标,实施绿色GDP核算,重新审视环境和资源成本,是我们实现经济持续增长所面临的一个重大问题。文章指出了实施绿色GDP核算所面临的障碍因素主要是技术和观念问题,并提出了解决措施,其中包括进行理论研究、教育和试点以及建立指标体系等。

It established the aims to build up the resource saving, pro - environmental and harmonious socialist society in the fifth Plenary Session of the 16th Central Committee of the Chinese Communist Party, so carrying out the green GDP accounts and studying carefully the cost of environments and resources again is a great problem that we realize the sustainable economy increase. This paper points out the barrier factors that carrying out the green GDP accounts faces, mainly the technique and concept, on the base of it ,the paper proposes the countenneaanres ,including to carry out the theoretical research on green GDP accounting , educate ,make experiments and build up the environmental resources index system.
