我国行政区际经济合作的问题与对策研究综述

Existing Problems and Countermeasures of the Cross-Regional Administrative Economic Cooperation in Our country

在区域经济一体化的背景下,区域经济的发展迫切要求加强行政区际经济合作。目前,我国行政区际经济合作面临地方保护主义、缺乏合理的产业分工、地方政府的非理性干预、合作政策法规不健全、合作协调机制不完善、没有统一的发展规划以及基础设施落后等一系列问题的制约。针对存在的这些问题,近年来,我国理论界提出了构建统一规范竞争有序的市场体系、强化行政区际产业合作、统一区域发展规划、建立有效的协调机构以及实行“复合行政”等一系列对策。

In the background of the unification of the regional economy, the development of the regional economy needs strengthening the economical coorperation among the administration areas emergently. Nowadays, there exist many limitations in the economical oaorperation among the administration areas, such as regional protectionism, lack of proper industrial divisions, the irrational intervene of the local govemment, imperfection of the policies and laws of cooperation,the incomplefion of the cooperation systems, lack of unified development plans as well as the backwant situations of the basic facilities,etc. To counter these problems above, in the world of theory,recently,we＇ve put forward a series of measures to build a marketing system which unified,proper and competitive,to strengthen the industrial cooperation among the administrational areas, to unify the regional devdopment plans,to establish the effective systems of cooperation and to carry out＂reuniflcational admistration＂policies,etc.
