县域基础设施投融资问题研究

On Infrastructuve Construction Finaning of County Areas

县城基础设施落后已经成为县域经济发展的障碍,而县域基础设施发展的核心问题在于投融资。目前我国县域基础设施投资体制不合理,融资渠道单一、中央政府对县域基础设施投入的潜力有限、地方政府财政困境,无法满足县域基础设施对资金的庞大需求。因此,中央政府应尽快出台可以促进县域基础设施建设投融资的优惠政策、政府继续加大对县域基础设施建设的财政力度和发行地方政府债券,通过直接融资方式为县域基础设施融资等是解决县域基础设施融资问题之良策。

The backward infrastructure in county areas has already become the serious barrier to the local development , in which the core is how to finance. This paper proposes the ways of improving country area infrastructure construction finance by studying the present financing situation.
